I'm hearing a low level but clear grinding noise but no issues when stopping.
I got it pre owned and I assume it's not covered under stat warranty?
Thing is, when I touch the brakes discs with my finger on my VW, about the same KM, the discs feel smooth. These feel a bit rough

The cars done only 23,000km
Haven't had to replace brakes on a car for about 2 decades (always switching cars before due). In case they need replacing, I want to know what I'm up for.
I feel I might need to get new pads and discs for my standard A3 sedan – what should I be paying without getting ripped off?

23,000km seems quite very low mileage to need brake pads and rotors replaced, especially on a standard car. When it's the friction material rubbing on the rotors you get the smooth polish finish. Once the friction material is worn away and you're down to the steel backing plate rubbing on the rotors it's metal-on-metal so that's the grinding noise and the rough surface. You're still managing to stop because it would be only one rotor grinding - for now. I'd go back to the dealer and tell them it shouldn't be worn that far down that quickly, even if pre-owned.

Dealer machined the brakes today – at no cost.
The grinding noise is 100% gone. Bad news is there is a harmonic noise at the end of braking, just as the car comes to a stop.
The foreman said to drive it for 2 weeks and it may go away – if not, to bring it in again.
Anyone know what he's taking about and what could cause the noise? The foreman didnt go into detail as they were closing up shop.

That's a good outcome then. They would've replaced the pads also so the new pads and the machined discs need to bed in to each other. Give it a couple of weeks and see how the noise goes then.

The harmonic noise is still there. Granted it has only been a few days and seems to be getting a little bit better.
More concerning is the original grinding noise is making a comeback.
Whilst I understand the discs were machined, I suspect the root cause wasn’t addressed. What could be causing the grinding noise to return after a few days of driving the car? If I know a little about the issue, I may be in a better position to make sure the dealers check and address it.

Back to basics. Does the grinding noise only appear when the brakes are applied? If so then it should be a pad / rotor issue. You say the rotors were machined for free but you never confirmed if new pads were fitted. I can't see a shop giving you new pads for zilch. Maybe you should be checking your pads to see if they are new. In additionh to the grinding noise, if you are getting damage to the rotors then it points to pads that are too hard or metal to metal contact. Harmonics are another thing that is usually resolved by anti squeal shims or a compound between the pistons and brake pad backing plate but grinding is pad to rotor or a wheel bearing but that should manifest itself all the time.
